Exuberance broke out in 2004, with the city’s stint as a Euro cultural capital. And it’s been breaking out every few years since, with festival dedicated to terribly important themes – art, dancing, dressing up as fruit bowls – and the correct contention that none of this is feasible without many draughs of craft beer.
